1. Duplicate your base and set to screen.
2. New Color Balance
Midtones- 0 0 8
Shadows- -20 0 24

3. New Channel Mixer Layer.
Red- 114 -15 -33 C: 21
Green- 0 87 0 C:3
4. New layer- fill with #f4efc8 set to burn or multiply 100%.
5. Paste this texture over your icon, and set to lighten.

6. Put on a black scribble brush, and a small white brush, and you're done!
